Compensation for Wrongful Incarceration; Requires that petition for compensation include clear & convincing evidence of actual innocence; requires petitioner to submit fingerprints for criminal history checks; provides that failure to submit fingerprints within specified time is not grounds to deny compensation; requires FDLE to bear costs of records checks; requires that results of criminal history checks be submitted to clerk of court, etc.
