Relief/Pierreisna Archille/DCFS; Provides for relief of Pierreisna Archille, a mentally disabled person, by & through her limited guardian of property; provides appropriation to compensate her for injuries & damages sustained as result of negligence of employees of DCFS; provides for reversion of funds; provides limitation on payment of attorney's fees, lobbying fees, costs, & other similar expenses. CLAIM WITH APPROPRIATION: $1,200,000.
