Renewable Energy [EPSC]; Establishes the "Florida Renewable Energy Freedom Act." Requires electric utilities to provide producers of renewable energy with interconnection and metering services. Specifies requirements and fees for such services. Requires electric utilities to purchase renewable energy at specified rates. Provides a limitation on the sale or transfer of electrical energy produced from renewable sources, etc.
