GENERAL BILL by Environmental Preservation and Conservation ; Justice

Beaches/Public Access [EPSC]; Provides a declaration of public policy and effect. Prohibits persons from restricting access. Prohibits obstruction of beach access except as otherwise authorized by law. Prohibits a governmental entity from placing an obstruction upon or limiting public access to a public beach except under certain conditions. Provides for the use of prima facie evidence in suits to exclude the public from accessing and using a sandy beach, etc.
