Presidential Elections; Establishes "Agreement Among the States to Elect the President by National Popular Vote"; provides that any state is eligible to become member; requires statewide popular election for President & Vice-President of US; establishes procedure for appointing presidential electors; specifies when agreement becomes effective; provides for withdrawal of member state; requires notification of member states; provides for termination & severability.
