Retail-Theft Diversion Programs; Requires law enforcement officer who has probable cause to believe that defendant has committed retail theft to issue notice to appear in lieu of arresting him or her; authorizes state attorney to establish retail-theft diversion program to divert defendants from criminal prosecution if defendant meets certain criteria; provides eligibility criteria for program, etc.
