Code of Ethics for Public Officers and Employees; Revises provisions of code of ethics relating to standards of conduct, conflicts of interests, filing public disclosure forms, reporting of gifts, & civil penalties; establishes criteria for qualified blind trusts for certain public officials; adopts "actual malice" standard when determining if fees & costs shall be assessed against complainant, etc.
