Sale of Electricity [EPSC]; Revises the definition of the term "public utility" to include specified separate legal entities created pursuant to the Florida Interlocal Cooperation Act of 1969. Provides that provisions regulating public utilities apply to the sale of electricity by such separate legal entities.
