Chronic Obstructive Pulmonary Disease; Creates "Chronic Obstructive Pulmonary Disease (COPD) Prevention & Education Act"; provides purposes; requires DOH to establish COPD prevention, education, screening, & diagnosis program & to coordinate statewide summit on COPD; provides for department-initiated COPD public awareness strategies; provides powers & duties of State Surgeon General with respect to securing funding to implement act.
