First Generation Matching Grant Program; Authorizes certain independent colleges & universities to participate in program; requires institutions to raise specified funds before Office of Student Financial Assistance may reserve proportionate allocation for institutions; provides for allocation of state matching funds beginning with 2011-2012 fiscal year.
