Judicial Nominating Commissions; Authorizes Board of Governors of The Florida Bar to appoint some of the members of judicial nominating commissions; requires that each judicial nominating commission satisfy specified prerequisites for racial & gender diversity; provides for prerequisites to be satisfied over period of time.
