Electronic Filing of Court and Other Legal Documents; Requires that litigant in courts of this state, DOAH, or Office of Judges of Compensation Claims pay specified surcharge in addition to any other cost incurred for filing court & other legal documents by means of paper documents instead of electronically filing documents; provides exception for indigents.
