Certified School Counselors; Requires that school districts have overall ratio of at least one certified school counselor for every 400 students; requires that elementary, middle, & high schools have specified maximum ratio of certified school counselors to students; requires that schools have full-time certified school counselor; provides duties of certified school counselors.
