Discretionary Sales Surtaxes; Expands purposes for which revenues from school capital outlay surtax may be used; makes use of surtax revenues for specified additional purposes contingent upon certain school board actions relating to reduction of certain property taxes during time surtax is in effect; requires approval of electors in order to use surtax revenues for additional purposes authorized by act.
