Fish and Wildlife Conservation Commission; Transferring and reassigning functions and responsibilities of the Division of Law Enforcement, excluding the Bureau of Emergency Response, within the Department of Environmental Protection to the Division of Law Enforcement within the Fish and Wildlife Conservation Commission; reassigning the Bureau of Emergency Response within the Department of Environmental Protection to the Secretary of Environmental Protection, as the Office of Emergency Response, within the Department of Environmental Protection; providing for a memorandum of agreement between the department and the commission regarding the responsibilities between the commission and the department, etc.
