Fair Housing; Provides that aggrieved person may file civil action without first filing administrative complaint for discriminatory housing practice; provides that, if FCHR or local agency has obtained conciliation agreement with consent of aggrieved person, filing of civil action is prohibited except to enforce terms of agreement.
