Freight Mobility Development; Provides tax credits of specified amount relating to increased trade activities at port facilities for use against specifically enumerated taxes for specified number of tax years; provides eligibility criteria, limitations, conditions, requirements, & prohibitions relating to applying for, approving, calculating, claiming, issuing, recapturing, carrying over, & redeeming of tax credits; provides application; requires Department of Economic Opportunity to adopt implementing rules; provides tax credits of specified amount relating to achievement of increased cargo volumes by manufacturers that distribute manufactured goods through port facilities; provides for use of tax credits against specifically enumerated taxes for specified number of tax years; provides eligibility criteria, limitations, conditions, requirements, & prohibitions relating to applying for, approving, claiming, calculating, issuing, carrying over, & redeeming of tax credits; provides application; requires department to adopt implementing rules.
