Telecommunications Access System; Revises powers & duties of PSC; requires that commission establish recovery mechanism requiring commercial mobile radio service providers to impose monthly surcharge on their subscribers; revises provisions relating to administration; provides for distribution of wireless mobile devices; revises membership of advisory committee that assists commission; requires that commission ensure public safety & health care providers are complying with requirements to purchase & operate telecommunications devices.
