Ad Valorem Tax Exemptions; Provides that certain leasehold interests & improvements to land owned by United States, branch of United States Armed Forces, or agency or quasi-governmental agency of United States are exempt from ad valorem taxation; provides that leasehold interests & improvements are entitled to exemption from ad valorem taxation without application being filed for exemption or property appraiser approving exemption; provides for applicability; provides for retroactive application.
