Trust Funds/FWCC; Removes obsolete provisions relating to authority of FWCC to transfer specified cash balances into Federal Grants Trust Fund to support cash flow needs; deletes restriction on expenditure from Lifetime Fish & Wildlife Trust Fund; renames Fish & Wildlife Habitat Program as Land Acquisition Trust Fund; provides for administration & funding of Save the Manatee Trust Fund; provides for administration & funding of Invasive Plant Control Trust Fund.
