Discretionary Sales Surtaxes; Authorizes county to levy surtax up to specified amount for benefit of Florida College System institution & state university in county pursuant to ordinance conditioned to take effect upon approval in referendum; requires ordinance to include plan for use of proceeds; provides referendum requirements & procedures; requires that proceeds from surtax be transferred into specified account & managed in specified manner; establishes oversight board with specified duties, responsibilities, & requirements relating to expenditure of surtax proceeds; provides for appointment of members of oversight board; requires that board of trustees of each institution receiving surtax proceeds prepare annual plan for submission to oversight board for approval; provides that state funding may not be reduced because institution receives surtax funds; provides for scheduled expiration of surtax.
