Solar Energy; Reviving, readopting, & amending the Solar Energy System Incentives Program; authorizes rebates for portion of purchase price of solar energy systems during specified period; requires applications for rebates to include proofs of purchase; requires DACS to give priority to residents who have installed solar energy systems upon homesteads valued below certain threshold amount.
