Persons Who are Deaf; Authorizes deaf individual to obtain identification card & placard to indicate that individual is deaf from DHSMV; requires law enforcement officer to seek an interpreter before arresting deaf person; provides emergency exception; requires Criminal Justice Standards & Training Commission to provide basic skills training for law enforcement officers to deal with deaf; requires each law enforcement agency to have at least one on-call officer who is trained in or knows American Sign Language.
