Local Government Capital Recovery; Requiring municipalities that meet certain criteria for delinquent designated revenues to issue a procurement request seeking bids from collection agencies, subject to certain requirements and restrictions; requiring a discussion of the current balance of a municipality’s delinquent designated revenues and the efforts to collect such revenues in the management letter accompanying the municipality’s annual financial audit report, etc.
