Expunging and Sealing Criminal History Records; Provides for nonjudicial expunction of criminal history records at age 21 years for minors who are not serious or habitual juvenile offenders; establishes nonjudicial expunction process within FDLE for specified criminal history records; specifies types of records eligible; provides for effect of this expunction; revises provisions relating to court-ordered expunction; revises provisions relating to nonjudicial process within FDLE for sealing of specified records; conforms provisions. APPROPRIATION: $500,000
