Petroleum Restoration Program; Renames low-score site initiative as low-risk site initiative; requires that responsible parties provide evidence of authorization from property owners to conduct site rehabilitation; requires that such responsible parties & property owners submit certain proposals for voluntary participation in low-risk initiative; increases total amount of costs DEP is authorized to approve for each site; authorizes DEP to approve certain costs; requires DEP to procure certain contractual services for completion of certain work; extends period for completion of assessment & limited remediation work; provides an additional extension for certain groundwater monitoring under certain conditions; requires that DEP issue site rehabilitation completion order incorporating proposals for no further action upon certain demonstration; provides that certain discharges do not alter eligibility for state-funded rehabilitation; reduces number of sites necessary to meet the eligibility requirement for advanced cleanup application; requires that certain applicants provide evidence of authorization from property owners as part of such application; increases total amount for which DEP may contract for advanced cleanup work in fiscal year.
