Use of Wireless Communications Devices; Citing this act as the "Minor Traffic Safety Act"; prohibiting a person younger than 18 years of age from operating a motor vehicle while using a wireless communications device; defining the term “wireless communications device” and including cellular telephones within that definition for purposes of the act; providing exceptions; providing a penalty, etc.
