Public Records/State Agency Information Technology Security Programs; Creates exemptions from public records requirements for certain records held by state agency which identify detection, investigation, or response practices for suspected or confirmed information technology security incidents & for certain portions of risk assessments, evaluations, external audits, & other reports of state agency's information technology program; authorizes disclosure of confidential & exempt information to certain agencies & officers; provides for retroactive application; provides for future legislative review & repeal of exemptions; provides statements of public necessity; provides for contingent effect.
