Specialty License Plates; Establishing an annual use fee for the Go Boating license plate; revising the purpose for which certain proceeds of the Conserve Wildlife license plate are used; directing the Department of Highway Safety and Motor Vehicles to develop a Go Boating license plate; providing for distribution and use of fees collected from the sale of the plate, etc.
