GENERAL BILL by Environmental Preservation and Conservation ; Richter

Regulation of Oil and Gas Resources; Preempting the regulation of all matters relating to the exploration, development, production, processing, storage, and transportation of oil and gas; requiring that a permit be obtained before the performance of a high-pressure well stimulation; requiring the Division of Water Resource Management to give consideration to and be guided by certain additional criteria when issuing permits, etc. APPROPRIATION: $1,000,000
