Cigarette Surcharge and Tax; Revises provisions relating to surcharge & tax on sale, receipt, purchase, possession, consumption, handling, distribution, & use of cigarettes; defines "standard package of cigarettes"; deletes provision that authorizes Division of Alcoholic Beverages & Tobacco of DBPR to authorize manufacturers to distribute free sample packages of cigarettes.
