Discretionary Sales Surtaxes; Authorizes counties & municipalities within such counties to use local government surtax proceeds & interest for operating purposes; requires reduction in county's or municipality's budget to offset increased revenues from surtax; allows adjustments to county's or municipality's budget for ad valorem tax levy to compensate for reduction in state sales & use tax base.
