Certificates of Nonviable Birth; Creates "Grieving Families Act"; authorizes State Registrar of Vital Statistics Office of DOH to electronically receive certificate of nonviable birth; requires DOH to issue certificate of nonviable birth upon request of specified parent; authorizes rulemaking by DOH.
