Economic Programs; Repeals specified programs; transfers duties, records, pending issues, rules, & unexpended balances of appropriations, allocations, & other public funds relating to certain programs to DEO; provides transitional provisions for terminated programs; provides for transfer of certain funds to General Revenue Fund; requires DEO to pay outstanding debts & obligations of certain trust funds & CFO to close out & remove such trust funds from state accounting systems.
