Health Care Facility Regulation; Revises licensing requirements for health care facilities; eliminates licensure requirements for clinical laboratories; requires clinical laboratories to be federally certified; authorizes AHCA to adopt rules for alternate-site laboratory testing; requires internal risk program managers to demonstrate competence in certain administrative & health care service areas; repeals Health Care Risk Manager Advisory Council, Subscriber Assistance Program, & Statewide Managed Care Ombudsman Committee; authorizes law enforcement personnel to conduct drug tests on certain inmates & releasees.
