License Plate Decals for Organ Donors; Authorizing a certain owner or lessee of a motor vehicle to request issuance of a license plate decal identifying him or her as an organ, tissue, or eye donor; requiring the Department of Highway Safety and Motor Vehicles to issue the decal free of charge, etc.
