Administrative Procedures; Removing the authority of the Administrative Procedures Committee to petition an agency regarding a rule or a portion thereof exceeding the agency’s rulemaking authority; applying certain provisions applicable to all rules other than emergency rules to repromulgated rules; requiring an agency to provide a copy of any proposal for a lower cost regulatory alternative to the committee by a certain date; requiring agency review of rules and the repromulgation of rules that do not require substantive changes, etc.
