Racing Animals; Provides that positive test result for anabolic steroids in greyhound results in violation; requires Division of Pari-mutuel Wagering to adopt rules implementing & enforcing safety, health, & welfare requirements for racing greyhounds; preempts regulation of racing greyhounds to state.
