Government Integrity; Creates Florida Integrity Office under Auditor General; provides duties & powers of Florida Integrity Officer & Auditor General; provides investigative duties of Chief Inspector General & agency inspectors general; provides requirements & authorizes expenditures for awards given to employees who make report under Whistle-blower's Act; prohibits tax incentives from being awarded or paid to state contractor.
