GENERAL BILL by State Affairs Committee ; Appropriations Committee ; Agriculture and Natural Resources Subcommittee ; Payne ; Ingoglia ; (CO-INTRODUCERS) Plasencia

Water Quality Improvements; Transfers Onsite Sewage Program in DOH to DEP; directs WMDs to submit consolidated annual reports to OEDR; provides criteria for calculating certain lot size; removes provisions relating to DOH technical review & advisory panel & research & review advisory committee; directs DEP to determine that hardship exists for certain OSTDS onsite variance requests; allows use of specified systems; creates OSTDS & biosolids technical advisory committees; directs county health departments to coordinate with DEP to administer evaluation programs; requires basin management action plans to include treatment & remediation plans; directs DEP to submit cost estimates to OEDR; establishes clean water grant program; provides notice requirements for unlawful discharges of certain sewage; provides for management of biosolids, land application permits, & water quality monitoring; requires DEP to submit reports to Governor & Legislature.
