Utility Customer Assistance Funds; Requiring the Office of Energy within the Department of Agriculture and Consumer Services to establish an application process for utilities for certain purposes related to receiving funds to provide financial assistance to certain residential customers; providing criteria that each utility must meet to receive utility customer assistance funds; specifying required elements for each repayment plan offered to specified residential customers; requiring each participating utility to establish a separate customer utility assistance fund and follow generally accepted accounting principles in its recording, etc. APPROPRIATION: $100,000,000
