Surplus State-owned Nonconservation Lands; Authorizes Board of Trustees of Internal Improvement Trust Fund, under certain circumstances, to dispose of surplus nonconservation lands at specified values & donate such lands to fiscally constrained counties & to sell or lease surplus nonconservation lands located in fiscally constrained counties to private entities.
