Digital License Plates; Authorizes DHSMV to conduct pilot program to evaluate designs, concepts, & technologies for digital license plates; authorizes DHSMV to investigate feasibility & use thereof; authorizes DHSMV to contract with digital license plate providers; requires DHSMV to make written recommendations to Governor & Legislature; exempts digital license plate owner from certain penalties; specifies prohibited acts of digital license plate providers; provides civil penalty; authorizes DHSMV to authorize digital license plates to display validation, to be used for electronic toll collection, & to display parking permits; requires DHSMV to establish procedures for displaying information on digital license plates; specifies requirements for digital license plates, digital license plate providers, & digital license plate consumers; authorizes DHSMV to adopt rules.
