Child Support; Authorizes deferral of support payments for obligor's good faith job training efforts; revises & provides child support requirements relating to depository, clerks of circuit court, fees, DCF, & State Disbursement Unit; removes exceptions relating to incarceration when establishing or modifying support order; authorizes child's caregiver to provide affidavit or written declaration regarding putative father.
