Energy Regulation; Requiring determinations on building new energy generating facilities to take certain factors into consideration; prohibiting local governmental entities from requiring or prohibiting certain building materials, vehicles, or home heating elements under certain circumstances; providing an exception; prohibiting the adoption or enforcement of certain state and regional programs to regulate greenhouse gas emissions without specific legislative authorization, etc.
