Driving and Boating Offenses; Provides enhanced penalties for DUI & BUI manslaughter & vehicular & vessel homicide if person has prior conviction for specified offenses; requires that a person be told that his or her failure to submit to lawful test of breath or urine subsequent to a DUI arrest is either a second degree misdemeanor or a first degree misdemeanor; creates a criminal penalty for a first refusal to submit to a breath or urine test subsequent to a DUI arrest; ranks offenses on offense severity ranking chart of Criminal Punishment Code.
