Hyperscale Data Centers; Provides that hyperscale data centers are prohibited use on or after date certain for specified land use categories in local in comprehensive plans & agricultural zoning districts within unincorporated areas; prohibits utilities, in fixing rates for hyperscale data centers, from collecting certain impact fees; requires permit applications for consumptive use of water relating to hyperscale data centers to contain specified disclosure; prohibits construction & operation of hyperscale data centers on specified lands & water on or after date certain; provides for hearing requirement before construction & operation of hyperscale data centers; requires governing body of local government that approves construction & operation of hyperscale data center to request, in concurrence with specified board, approval; provides for concurrence hearing requirements; prohibits construction of hyperscale data center if board does not approve concurrence request at such hearing.
