Surface Waters; Requiring the Department of Environmental Protection to incorporate habitat equivalency analysis in the uniform mitigation assessment method; requiring that permits for dredging and filling include certain requirements; requiring permitted entities to bear the full cost and responsibility for any damage or destruction caused by dredging, filling, or related activities, etc.
