Motor Vehicles; Requires DHSMV to establish & maintain secure online license & registration portal for verifying, recording, & processing seizure or confiscation of license plates & provides requirements therefor; authorizes DHSMV to adopt rules; provides that disabled veteran may retain certain license plate designation upon reissuance, renewal, or transfer of plate; authorizes applications for disabled parking permits to be made to tax collector; provides that certain license plates may be stamped with specified letters at option of applicant; authorizes tax collector to issue plates immediately on demand under certain conditions; prohibits person from obscuring or altering registration license plate in specified manner; requires tax collector to fulfill certain renewal & replacement driver licenses & identification cards; provides methods for receipt of driver license or identification card; requires DHSMV to remit specified service fee to appropriate tax collector under certain conditions.
