Statewide Interest:
Homeless individuals either stay or come to Palm Beach County from other places throughout the state to live in this community and reap the benefits of the climate. Currently there is NO program to serve the immediate emergency needs of homeless adults. This program will assist the client to transition from homelessness to the most appropriate homeless, substance abuse and or mental health program best suited to satisfy the individual client need. The program will provide assessment, case management, referral and linkage services in a short-term, 3-5 day residential setting. Such a program will benefit both the community and state by filling a severe service gap. Once established, this program will become an integral part of the currently existing homeless service provider network. By serving the needs of the homeless population in Palm Beach County, we will be taking some of the financial responsibility away from the state by helping many of these clients become more self-sufficient and less dependent on many state services.

Project Description:
The Residential Assessment Program is the first of its kind. It is a 3-5 day short-term residential program that provides assessment, case management, referral and linkage services to homeless adults with or without mental health and chemical dependency problems. The project represents a public/ private partnership that will be run as a two year pilot project between the Homeless Coalition of Palm Beach County and CARP, Inc. spearheaded by Palm Beach County Commissioner Addie Greene. It would fill a severe service gap in the community by serving the immediate emergency needs of homeless adults. It will be the only short-term residential assessment facility that provides mental health and substance abuse treatment services to Palm Beach County homeless residents with acute care needs.
